This tutorial will show you how to give you image's that cell shaded look.

Open up the image you wish to apply this effect to. I will be using this image from Burnout.

Duplicate the layer with your image on.

Set the blending mode of the layer to overlay.

Go to FILTER > STYLIZE > FIND EDGES.

And that's how easy the simple cell shade effect is!
