Step 1
Create a file, thats roughly the size of 600x500 pixels for this brush, you can go bigger or smaller later but for your benefit to learn lets start here.

Step 2
Flatten layers by going to Layer ->Flatten Image just incase you have the background set as transparent.

Step 3

Ok lets start getting to the brushes now, first start off with Basic Brushes, this set is default with photoshop, grab a fairly big size of the first set of basic brushes and doodle around your image area to get something like this:

Step 4
Now switch over to a smaller version of the brush you are using and add a little more in some areas to have a size variation, you should have something alone the lines of this:

I know it looks weird now but bare with me! :)

Step 5

Now switch to your Smudge tool, which looks like a little hand pointing, once you have done so change the brush being used for the smudge to Basic Brushes and a size between the two you used earlier to create the image you have so far.

Step 6
Now take that smudge tool and start smudging around the image you have. Click on the inside and pull out, then click on the outside and pull in to going around you image to get an effect like this:

Step 7
Now do a little more then that, just keep going until you have a nice effect going, you can change the size of your brushes and move around, the best is to pull in alot with a bigger brush then mess around with some of the strokes you made with a really small brush, take a look at what I got:

Step 8
Now you want to warp it still a little more, so go to Filter -> Diffuse Glow and leave all the settings to default except change "Graininess" to 0. This will offset it a little bit giving it some depth.

Step 9
Finally we want to go to Filter -> Distort -> Polar Coordinates and choose "Rectangular to Polar" selection and press ok.

You should now have something like:

Step 10

Now finally you want to actually turn it into a brush, so select the entire image and go to Edit ->Define Brush Preset and choose your name you want and press ok, now its a brush!

You are now done making an abstract brush, you can change around what I have tought you and create different brushes with unique effects to add to your designs, here is a finale of something this brush created:
