ya me too, but i have a couple questions, wen u said wip ur mouse across the screen do you only do it once, and if so, how can u make go completly blue?

take a soft round brush (color blue) and on a new layer drag your mouse from one side of the screen to the other one, then on a new layer do the same again with a different blue and at another spot.
