For making the main content area, use Rounded Rectangle to create a white rounded corner rectangle.



Open layer style dialog box and add a Stroke as shown.



Press OK. Change the layer opacity to 57%.

 

Now, we're going to add a typical content box to the template.
Select Rounded Rectangle Tool again and draw another rectangle, this time for content box.



Select the new layer, hold down Ctrl and click on it to obtain a selection and use Alt key  for subtraction as I've done below.



Click on Layer via Cut to cut the selection area into a new layer.



Open Layer Style and apply following settings.









Also add a stroke to the content area of content box.
